Kettle Valley is preparing the preliminary designs for the parcel of land located at Thalia St and Quilchena Drive. Please know that your opinion is a valued and critical component in the ultimate design of this wonderful neighbourhood.
As part of this preliminary planning, we have taken road use and utility upgrades under consideration. The new potential roadways will include room for parking, sidewalks, boulevards, street trees, crosswalks, and driveways. A preliminary assessment of the existing utilities show that they have significant capacity and can easily accommodate development as outlined in the original neighbourhood Area Structure Plan. In addition, the selected design will ensure current recreational use of the property and neighbourhood connectivity is of high priority when producing the final design.
1995
- Mission Hill Management applies for CD2 zoning for the “Mission Village” site in 1995
1996
- Kettle Valley Holdings purchases “Mission Village” from Mission Hill Management in 1996
- Area Structure Plan including future school site completed by Ekistics in 1996
- Kettle Valley enters into agreement with School District 23 in May of 1996.
- The agreement stated that Kettle Valley had until December 31, 2005 to subdivide the land from the parent property in order to create a separate 14.1 acre land parcel, at which time School District 23 would register against the land an option to purchase the land. The option to purchase would expire 5 years after the parcel was created and registered at land title. If School District 23 did not commit to purchasing the land, they would lose their option to purchase it and the land would revert back to the developer, with the developer having the right to pursue development of the land.
1998
- City of Kelowna enters into temporary ‘Partners in Parks’ project with Kettle Valley Holdings in August of 1998 for a lease term of 5 years, expiring in August of 2003. Kettle Valley Holdings will attend to the construction a sportsfield, including coordination of some City-donated irrigation materials
2012
- School District 23 requests an extension of the option to purchase the land to November 28, 2014, which was accepted
2014
- In Fall 2014, School District 23 confirms that they have no plans to develop additional school sites
2016
- Prior to the preliminary design and development application, Kettle Valley Holdings hosts an open house to receive public input for inclusion in designs
- As allowed under the current Area Structure Plan, three dwelling types were presented
- A maximum of 84 units of any type can currently be constructed under the Area Structure Plan; There are no plans for amendments to the ASP to increase density
- Footprints of the buildings were configured to show the potential areas dwellings could be, and the public was encouraged to eliminate less desirable footprints
- Interactive cut outs of dwelling types, athletic fields, roads and lanes were provided to allow the public to configure optimal arrangements under the Area Structure Plan
